These terms get used interchangeably, but they're genuinely different projects with very different costs and reasons to undertake them.
A redesign typically means new visual design, layout, and content applied to a similar or unchanged underlying platform and structure — faster and cheaper than starting over.
A rebuild means new underlying technology, architecture, or platform — necessary when the existing foundation can't support current or future needs, regardless of how the site looks on top of it.
Quotes for these two projects can vary enormously, and comparing a redesign quote against a rebuild quote as if they're the same service leads to confusing, incomparable numbers.
If the current platform can technically do what you need but just looks and reads poorly, that's a redesign. If the platform itself is the limiting factor — can't integrate what you need, can't scale, genuinely obsolete — that's a rebuild.
